The TMS Training Management System provides the ability to
maintain compliance with the Perishable Skills training requirements. This paper
will explain how to set up your TMS Training Plan to track compliance with these
2-2. Perishable Skills: All regular and specialized peace officers below
middle management position (i.e., officers and first level supervisors) assigned
to patrol, traffic or investigation, who routinely effect the physical arrest of
criminal suspects, are required to complete a minimum of 14 hours of
POST-certified training (Perishable Skills and Communications) as part of the
CPT requirement. A minimum of 12 hours of this requirement in each two-year
period shall contain perishable skills training including a minimum of 4 hours
of each of the three following courses which have been specifically designated
by POST as satisfying this requirement:
- Arrest and Control
- Driver Training/Awareness or Driving Simulator
- Tactical Firearms* or Force Options Simulator
*
Tactical Firearms training courses involve tactical situations, judgment and
application. Basic marksmanship and routine qualification do not satisfy the requirements.
Level I and
Level II Reserve Officers are not required to complete Perishable Skills
Training.
2-3. Communications: All regular and specialized peace officers below middle
management position (i.e., officers and first level supervisors) assigned to
patrol, traffic, or investigation, and who routinely effect the physical
arrest of criminal suspects are required to complete a minimum of 2 hours of
this requirement in each two year period in tactical or interpersonal
communications training. Level I and Level II Reserve Officers are not required
to complete Perishable Skills Communications Training.
Some confusion for TMS Users has resulted from the fact
that POST placed these training requirements into the “Continuing Professional
Training?section of the PAM. Adding to the confusion is the fact that
Perishable Skills Training (PST) also counts toward the old ?4 hours in 24
months?mandate. TMS Users logically assumed that the TMS “Continuing
Professional Training?section of the Training Plan would hold these training
requirements.
The traditional POST Continuing Professional Training (CPT)
mandate would be more accurately labeled a “Non-Specific Certified Training
Requirement.?nbsp; This is because you can satisfy this training mandate by
attending any combination of POST-certified training totaling at least 24
hours within each 24-month time period.
The Perishable Skills Training (PST) mandates are “Topic-Specific
Training Requirements.?nbsp; To comply with each of the PST requirements, you
must complete POST-certified training in a specific subject area within each
24-month period. Training completed to satisfy the PST training requirement can also be counted

TMS Training Plan is designed to track topic-specific training requirements.
This is where the new PST training requirements will be placed.
The Continuing Professional Training section of the
TMS Training Plan is designed to track compliance with non-specific certified
training requirements. This will continue to be where the POST 24-hour CPT
requirement will be placed.
